International Development and Policy Advisory Work
Fernando Reimers has worked extensively in international development, advising governments, international cooperation and development agencies, foundations, and other organizations seeking to expand educational opportunity and strengthen education systems.
His work has included leading education sector assessments, facilitating strategic planning, supporting the implementation of education reforms, and contributing to the design of policies and programs. Across these engagements, he has helped governments and their partners analyze the challenges facing education systems, establish priorities, translate evidence into strategy, and strengthen the institutional capacity needed to move reforms from policy intentions to effective implementation.
This work has addressed educational access and equity, curriculum reform, teacher development, educational quality, governance, financing, institutional strengthening, and the use of evidence in policy and planning. It has often involved collaboration among ministries of education, universities, schools, civil-society organizations, international agencies, and philanthropic institutions.
Reimers has undertaken policy advisory and development work in Argentina, Brazil, Chile, Colombia, Egypt, El Salvador, Guatemala, Jordan, Mexico, Nicaragua, Nigeria, Pakistan, Peru, Saudi Arabia, Spain, the United Arab Emirates, and Venezuela, among other countries. He has also worked with international organizations including UNESCO, UNICEF, the World Bank, the Inter-American Development Bank, the OECD, UNDP, USAID, the Organization of American States, and the Organization of Ibero-American States.
A consistent focus of this work has been connecting rigorous analysis with practical action. Rather than treating policy design as separate from implementation, Reimers’s approach considers how political conditions, institutional capacity, professional knowledge, resources, and local context shape whether reforms ultimately improve teaching, learning, and educational opportunity.
